That depends how the financial transactions are going to work, as a end 
user I wouldn't give an operator any money unless they had the addresses 
already.  If the users PI need is being used to justify the operator 
receiving the transfer then will RIPE approve the transfer?

I'm not saying it can't work, but I don't think it is as simple as you 
say.
