I don't need a full repetition of all these, but a few statements of position in the review phase *are* helpful, to see whether people are still agreeing, even if the text has changed somewhat between v1.0 and v3.0 :-) By definition, in "Last Call", we have "silence is consent" but that's not true for the earlier phases.
