That is not how the policy development process works. Anybody can submit a policy proposal at any time. We don't define specific points in time or arbitrary numbers at which we do policy reviews or changes. On the other hand: such a change is not needed. You can initiate such a review yourself at any time you want. This mailing list is always available for discussing/reviewing policies. We will make sure that we will have reports from the RIPE NCC to use as the basis for this. The line about routability applies to all address space, not only PI space.
