To propose policy change, you just need to be interested in RIPE policy
making (and have an asbestos suit for some of the discussions).

Regarding your proposal: please let's stick to proposal 2011-04 in
this thread - changing the "subsequent allocation rule" is a different
change and should be discussed in a separate thread.

This is not meant to discourage that discussion, but to help people trying
to follow the list archives to see what's related to 2011-04, and what's
a new discussion.
