"Global" is far from ideal, imo. It's not unique at all. rirs-pdp- ?

A rirs-pdp-1234 could simply reference the individual local working
copy with backrefs from said copies to the global one.

An alternative about which I am unsure myself would be
ripe-global-pdp-1234-56, arin-global-pdp-1234-56 etc pp. Far from
ideal, but as we are brainstorming...
