Hi Philip, there is "Under the current policies, when this proposed policy is triggered, the RIPE NCC will no longer assign ASSIGNED PI and ASSIGNED ANYCAST space." right now at the proposal page. I (and not only me) mean after the policy is in power, RIPE NCC will stop assign PI/ANYCAST at all.
