I think I'm with Remco here, there is a way around it and it might be  
worth adding something on how to do that to the drafr.

I don't think 'it's messy' or 'we have enough space' are strong  
arguments to simply give everybody a /24, let's not forget there was  
that day once when a /8 was the default assignment size.
