There's 10 million /24s inside FP 001. All in all, the RIRs have about 20.000 members today - 1/500th of that. Of course that's not my call to make, but would require a formal policy change (and isn't actually the point of this discussion - which is "provide guidance to the IPRAs on whether the WG is considering this to be acceptable use").
