again -  Assignments are made to End-Users.
If you are not an End-User, you need to become LIR and get an Allocation 
from which you can assign to End-Users.
If you have an Assigment, it's for YOU, and YOU only, not any 3rd parties.

This is a basic concept for ages.
It's very simple. What is so hard to understand there and where is your 
problem with that?
