Surely that can't be the intention, or the policy would say that?

It seems to revolve around the RIRs "recovering" IPv4 address space, and
then returning that to IANA. But according to the IANA IPv4 page, every
RIR has received at least one new /8 within the last 2 years. Since IPv4
usage is increasing in each region, I'm not sure when these IPv4
addresses are expected to appear.
