Hi Randy - I think the simple two-sentence summary would be something like this: The current policy between IANA and the RIRs for allocating IPv4 will become unusable once IANA runs out. We need a new policy that keeps the structure between IANA and RIRs in place and gives IANA something useful to do. That said, I sympathize with the proposal but I'm not sure if this is what we're looking for.
