<opinion of just another bozo on this bus>

i like "critical infrastructre."  this is because, while i understand
that the roots need golden space, and i can almost see that anycasted
services need micro-allocations, i do not feel that tlds per se are
critical in the sense that they need golden space.

there is a reason the dns maps from names to addresses.  use it.
