I think that the problem ccTLDs and company suffer from is that their DNS anycast networks don't use enough addresses to justify a /24 PI assignment under the normal policy. But if you are a regular business you are less likely to have just one customer and so the problem of not qualifying under the normal policy should be less likely. The RIPE NCC appear to have assigned just over 880 /24 PI assignments so far this year. /24s don't seem to be too difficult to get in the general case, just in this particular case.
