Policies get changed all the time if the need arises.
That has nothing to do with stability, since there is no stability.

Please folks, let us put this version in place now.
You can continue your discussions later, noone will get instantly shot, 
no IP space will be withdrawn and noone will have to file bankruptcy at 
least for a while :-) after the policy is in place.
There is absolutely no sane reason why we wouldn't go on with this 
version now for starters. It's as good as any other possible version, 
you won't reach 100% consensus at any given time.
