  Respectfully, I disagree in part.  If no stick, carrots are less than
useless
as if bad behavior goes unchecked and unpunnished, errors and intentional
bad behavior remains a threat and will continue to occur as history has
already shown us.  IP theft is now common place and on the rise as an
example.
