Well.. these policy proposals seem mainly set to enable v6 to 
enterprises, not to ISPs (because ISPs can basically qualify as it 
is).

As is it, enterprises have very little incentive to deploy v6 in any 
case.  It brings them few benefits and a lot of (bleeding edge) 
trouble.

While enterprises may be good for ISPs to get some revenue to play 
with v6, and maybe to get pressure on the equipment vendors to ship v6 
stuff, we shouldn't be equating enterprises' desires wrt v6 with the 
success or failure of v6.  IPv6 will succeed or fail regardless of 
whether enterprises get v6 PI or not.
