We're not making this policy, this *is* policy - same document, 5.4.1, and I do not see any proposal to change this. So please don't intermix "initial allocation criteria" (5.1.1) with "end user assignment sizes" (5.4.1) - and *please* don't change 5.4.1 or RFC3177.
