These LIRs pay no fees to ARIN and may not even maintain their contact data. The reason I suggested that we only issue IPv6 to LIRs in good standing was to give these LIRs a reason to join ARIN. It's not just about the money. It's about getting everyone in the industry to work together to maintain fair adressing policies. --Michael Dillon
