Yes we had many informal discussion with ISPs in our region about it and 
most of them seems that as a good thin to do to make the allocation 
coherent with the size of the region ISPs.

But let me also point out here that the main idea behind this proposal is 
the harmonization of the applied policies in our region. This will ease the 
transition process. Changing IPv4 minimum allocation size for African 
members in RIPE NCC will make the size uniform with what is done in ARIN 
region for example.
