  This is *Special* to be sure, and ICANN in particular have not
managed their RIR's very well, if at all.  Hence better and much more
direct oversight by DOC/NTIA is needed but not been forthcoming.

  If it manages it's allocated addresses, than it defacto manages a
portion of a public resource.
