Current draft of Test-Traffic Service document

Dear all,

One of the topics that will come up in this week's TT-WG, is the
transisition of TTM from a project to a membership service.  In order to
facilitate the discussion, I have put the latest draft of the "service
contract" a.k.a.

  Providing Test Traffic Measurements (TTM) as a membership service

Note that this is a DRAFT, with a number of open points left in it (as
