Daily plots

Dear all,

One of you just noticed that the test-box at his site suddenly started to
work in a pulsar mode.  The box sends traffic for an hour, then stops for
an hour, then starts sending traffic again.  This, of course, immediately
affects the appearance of the daily plots. 

The problem appears to be in the measurement scheduling process on the
test-boxes.  I have some ideas what might cause the problem and I'm
working on a solution.  As this problem only occurs once an hour, it is
hard to debug though, so please be patient while I'm trying to solve this.
