guardian attributes for aut-num objects

Hi.  It was brought to my attention today that ripe-181 states that the
guardian attribute for aut-num objects is mandatory.  Yet I've been 
successfully registering AS objects which contain no guardian attributes to 
local test databases.  Is this a bug in the doc or the software?
