Another RIPE-181 implementation

CANET (and MCI?) can ignore the problem if they don't use full IRR network/route lists in their configs and if they don't offer full IRR prtraceroute data. But what should the criteria be for RIPE or the RA (or others) for accepting Joe's-Bar-and-Grill.net as a source of IRR data when Joe says he's running 181 and would like to be included? (At the very least, we could put him as lowest priority for believing his data.) One possible model: copy the NAP policy: anyone can buy a connection to the NAPs, but you have to convince individual members there that they want to peer with you...
