Transition Draft Comments & Communities

Marten,
maybe I anticipate your comments on communities...but how about
this suggestion for them:  implement them like as-macros,
ie, the list of routes in the comm stored in some repeating attribute?
the new authorization stuff can take care of that part of the problem.

(of course for the PRDB this still leaves some big objects
in the db, ie, communities with lots of nets.  but at least
its isolated to those objects, and not spread over a zillion files,
and of course is public.)
