Common communities across registries

Marten,

  We probably will soon have need to make use of the "COMM_NSFNET"
community.  (Like next week).  Is anything special required for
registering a community on this side of the ocean, and having it
recognized in Route objects on your side?  (Has this been thought
through yet?)
