Well, perhaps this is a little strong but anyway....

Well - not quite as the local policy is greater than the global policy
and would be not accepted so I am not sure if this is valid.

No - the text is clear - the pref is mapped to a relative value
in...see the appendix for more details. I think this is enough. No
hanging I hope ;-).
