Example: University X has a Physics Dept. with a route in community HEPNET. University X now aggregates all its routes including the HEPNET one for efficiency. The University now has the option to keep the HEPNET route in the registry with the "withdrawn" attribute so that anyone whose routing policy depends on HEPNET can see that this happened and consider asking them to announce the more specific, or can do things locally if required.
