pref syntax for RIPE-81++

In terms of IDRP, the metric siutiation is the same as that of BGP4.  So it
is ok.  Yes, we also think that we need to re-visit the need for multiple 
preference in the future.  The parenthesis is there for the purpose :-)

What exactly are you looking for?  The explaination of why the pref
in interas-in/out define the way as is?  If that is the case, we can
give you a paragraph and you can edit it and make it fit in the doc.
