Migration to RIPE 181

I already have the same dilemma as we already have 6895 routes
registered. Almost as many as you (8229). However, we have the
advantage of a big stick (connectivity). I think the softly, softly
approach wont work if you want Merit to use the RIPE DB for NACRs.
