MCI RR data available daily from ftp.mci.net

Please note:

	the mci RR is now available rom ftp.mci.net as follows

ftp://ftp.mci.net/pub/rr/mci.db.gz

This job runs as part of the clean process. It should be available
after 4am EST each day.

It is also available in slpit forms as well.

The uncompressed version is currently about 1.3 Meg.
