In fact, anyone could do that with the information published by RIPE NCC and the other RIRs ;) The ripe-nonauth.db.gz on ftp.ripe.net/ripe/dbase holds 2294 aut-num objects. 100 of these ASNs are, at present, unregistered, not listed in any of the RIR's delegated stats files[1]. Except for AS266842, they had been allocated in the past. Some were de-registered in the last few months, others haven't been seen in any of the delegated stats for over a decade. 82 of the 100 unregistered are referenced in a total of 667 route(6) objects.
