riswhois: reporting total number of ris-peers

What do you think about providing "max ris-peers per IPv4|IPv6 route" hint 
in riswhois replies? [I think it will be easier to compute]

It should be almost as good as maximum number of ris-peers, for some users 
it may be even better fitted.
