Many proposals had a previous discussion either on a RIPE meeting, on the list, or in some hallways - and a somewhat shared understand on the problem the proposal tried to solve. Turning your argument around: most proposals that did *not* reach consensus in the last years were the "send a draft first, then try to figure out if there is agreement on the problem statement, nobody agreed that there is an actual problem, lots of effort wasted on process".
