Updates to RIPE-500: Policy Development in RIPE

As this applies to the original version authored by R. Blokzijl, K. 
Lindqvist & F. Yilmaz in 2010,
we could probably keep the proposal to change this separate from the 
current proposal which is to change 2.4 and outward to let final 
consensus be declared by the Chair of the individual and using WG-chairs 
collective for appeals?
