[ripe-forum-test] RIPE Forum v1.2b released to production

Thanks for letting us know Shane. There is an occasional bug with the footer authentication link and double URL encoding. The login link at the top of the application is working though.

I've fixed this bug and we will deploy this next time we update the tool.
