Are the WG Chairs really that hard to work with? Surely not.

If the Chair can't be selected by a group drawn from active members of
the community because the WG Chairs have become so distinct that the
resulting candidate would pose an unacceptable risk of conflict,
friction and destabilisation with them, then we've got much bigger
problems than picking a Chair.

I hope that isn't the case, and some version of Bijal's community-based
approach can be agreed.
