It looks clear enough to me. Though perhaps I’ve wasted more time on this than you have. No matter. If you think the current proposal needs improvement, kindly provide text which does that. Just saying it "appears a bit loose and sloppy” doesn’t help anyone get rid of that apparent looseness or sloppiness.
