I believe I heard the RIPE chair saying he wanted at least the appointment procedure, therefore we need one.

I don’t know if that is because you expect RIPE’s lifetime to be shorter than Hans Peter’s or some other reason but even if that is so, given the above and the general principle of being open and transparent, having one is a good thing(tm). Just keep it as simple as possible.
