[atlas] New coverage and statistics page

Good morning, a few issues have now been fixed and rolled out:

1. The overlay map will now properly display data on the first page load
2. We got a report of and fixed a bug related to searching by ASN
3. We changed the color scheme on the overlay map to gradients of blue for a bit more clarity (rolled out yesterday)
