[atlas] TLS error when the certificate is expired?

The strange thing is that sometimes, it depends on the probe. For
instance, in #12283468, most probes succeeded but some got "{'level':
2, 'description': 40}". It is not a firewall issue since otherwise we
would get a different message. It does not come from the probe type
either, since I asked only system-v3 probes.
