[atlas] Lowercase country codes in the probes database

Dear Marat,

You're right, those 33 probes should have been consistent with the
others. We have corrected them in the database so you should now only
see upper case country codes in all future probe archives (previous
archives have not been rewritten). We believe that this was a historic
artifact and will not happen again, but please let us know if you notice
any further inconsistencies.
