[atlas] Maximum daily spending boundaries?

Hi Sebastian,

Daily spending is calculated using sliding window of 24hrs where all 
your measurement costs are summed. Every time you create a measurement 
or when your measurement is scheduled this check is enforced and the 
value is compared with your daily spending limit.
