Assigning the "IPv6 Doesn't Work" tag just on the basis of the ULA-only criteria would exclude those (few?) probes having ULA but also global IPv6 reachability, perhaps through some kind of NAT (NPTv6). Different tags may offer a finer granularity on the probes selection process, for example it would allow to run tests on probes with ULA behind an IPv6 NAT box. It also allows to have statistics on ULA usage. At the same time it would be still possible to run measurements on "global-only" probes by selecting ipv6-global-internet-reachability and explicitly filtering out ipv6-ula-only.
