|Our proposal restricts the target to be safe sites with little
bandwidth
|requirements -- this addresses most of the concerns of probe hosts.
Of
|course we can look into opting out from these if there's consensus
that we

Part of my concern is that the definition of "safe sites" can be
country-dependent, and is continually changing.

What may be a "safe site" this month may not be a "safe site" next
month, due to some over-eager political cause somewhere.
