[atlas] Using DomainMON instead of DSNMON

For all those who do not fulfill current criteria, there is another way 
to use features of DNSMON -- it's called DomainMON:

This enables all RIPE Atlas users to specify, as a target of 
measurements, their own domain: second level, third level,
or "ngTLD" (or "vanity domains" as I like to call them ;-)

Measurements are performed from probes instead of anchors, and need to 
be "paid" by user's own credits.

In order to earn more credits, users can:
0) have the credits transferred to them by another generous user
1) be an LIR/member, and claim 1.000.000 credits each month
2) host one or multiple probes
3) host one or more anchors
4) sponsor an anchor
5) become a sponsor for RIPE Atlas by "adopting" the probes, or 
distributing their sponsored probes themselves:

Klaus, if you think that the "ngTLDs" should be treated differently, 
please re-start the discussion on DNS-WG mailing list; after that, this 
would have to be approved by RIPE NCC membership since DNSMON is, in a 
way, "subsidized" by "free credits" from the RIPE Atlas system, since 
ccTLDs are considered important infrastructure "for the god of the 
Internet".
