[atlas] 'limit' filed in the probe API metadata

The limit has always been there in order to support pagination, it was just
not enforced. Now it is. You can still flip through the pages presented --
it's trivial to construct the URL for the next page, but the response also
contains a pointer for this.

There's also the (newly announced) feature to access probe archives -- that
may be a better approach, depending on your use case.
