[atlas] New on RIPE Labs: Improved RIPE Atlas Probe Pages

Hello,

The system previously enforced logins before showing anything probe or
measurement related. The UI change for probes no longer requires this.

This specific information has been available for public probes in the
previous layout as well, so the behavior did not change. Of course we can
change what's available as public info, if there's consensus about this.
