[atlas] New page: RIPE Atlas Community

Good morning :)

Since yesterday, we have a new page that shows the activity of the
RIPE Atlas users community:
https://atlas.ripe.net/atlas/community

We are publishing top-ten hosts of the "Always Up" probes,
top-ten UDM users: "Big Spenders" -- people who spend most credits,
by doing the most measurements,
and
the flowing list of new arrivals, with flags of their countries.

(Now you can see that there was IETF last week -- Bert gave away
55 probes!)
