[regional-ukraine] Revised billing Ukraine documents and Q3 invoicing

Dear all,

Hereby I am sending you the dual language documents that will be 
available for your reference on line. As I understood from discussion on 
the mailing list it will _not _be necessary to send the dual language 
documents to you to make a payment.

I am still awaiting some final comments from our lawyer as I understand 
that recently new legislation was adopted by the UA parliament and our 
lawyer is reviewing the impact of this.

As you may have noticed we have not yet send out the Q3 invoices to 
Ukrainian members. When  these documents are agreed and final, we will 
send you the Q3 invoices in the revised format.

If you have any last comments or remarks please let me know on short notice.
